The Portland City Council recently renamed the Kiwanis Pool on Douglass Street the Rising Eddy Community Pool. The name honors the enduring resilience and renewal of Portland and specifically Libbytown neighborhood. It also evokes a safe place for people to swim, enjoy summers, and build a sense of community.
The Council approved this order at its February 2nd meeting following review by the Sustainability and Transportation Committee at its January 14th meeting. The name was generated from an open call to the public. The names were then reviewed by the Naming Committee.
A public survey was open throughout the month of November 2025 and roughly 80 submissions were received. The Naming Committee met twice in December to review the submissions from the public and those from Committee members.
The Naming Committee presented the Sustainability and Transportation Committee with the following names for their consideration: Rising Eddy Community Pool, Lois Galgay Reckitt Community Pool, and Resurgam Community Pool. The Committee voted to recommend the Rising Eddy Community Pool to the City Council.
The new pool is expected to open this June. It replaces the former Kiwanis pool, which is part of the Dougherty Field complex in the Libbytown neighborhood.
The City Council voted on October 20th, 2025 to include a process for the naming and renaming of public spaces, streets, buildings, and other landmarks. Part of that process includes conducting a community engagement campaign.
For nominations to be considered, they must reference categories such as history, geography, or people of unique significance to Portland. The names cannot be religious, political, or discriminatory or otherwise offensive.
